MINUTES OF SELECTMEN MEETING – January 13, 2014 5:00 PM

Minutes of the previous meeting were read and accepted.
Foresight Land Services submitted a “Scope of Services and Fee Estimate” for the resurfacing and drainage Improvements on Route 57, which the Town of Tolland was awarded funding through the MassWorks Infrastructure Program. Steve made motion to accept the Scope of Services as presented with some questions in regards to the necessity of Item 3 (Topographic Survey and Existing Conditions Plan Preparation of Culverts for Permitting). The Town of Tolland has copies of survey maps from MASSDOT. Marc LeVasseir from Foresight will be asked to meet with the board on Monday, January 27, 2014. Tom seconded and the board accepted unanimously.
Received a letter from Susan Voudren, Town Clerk requesting for households with four or less dogs licensing fees stay the same. The new licensing period will go into effect March 1, 2014 ending February 28, 2015. The current fees were unanimously approved as follows:
$ 5.00 Spayed or Neutered
$15.00 Intact
$50.00 per Household for dogs licensed after March 1, 2014.
Ed inquired about what to do with the old Tolland Police Crusier. With the assessed value being $3,250 the Board of Selectmen has authorized Ed to pursue trading the vehicle for a vehicle that the DPW could use.
The current policy, in which Tolland Police Officer’s are paid for outside details, is once funds are received from the contractor/vendor the Officer is paid that salary. The Town of Tolland’s payroll schedule is bi-weekly. The Board of Selectmen has requested that all Officers’ agree to this policy in writing.
Chip Whiting, Tolland Police Officer requested that an alternative process for payment of outside details for Tolland Police Officer’s be discussed. Chip stated that he is owed over $16,000 and requested that in the future when payment is made that reference of job site be made on the paystub.
Ed, Tolland Police Chief stated that he usually holds outside detail vouchers until he acquires an amount worth invoicing. Ed has invoiced all contractors to date. Also, stated that he is available if any Officer needs to review what his pay stub includes. The Board of Selectmen have requested that the Tolland Police Chief invoice contractor’s weekly and that Ed have a process in place to follow up on all outstanding invoices. A copy of the outside detail invoice will be attached to each paystub. All details must be scheduled through the Tolland Police Chief. No outside detail will be offered to Tolland Police Officer’s until all outstanding payrolls have been resolved
